Decades ago, Kapalong was just one among the ordinary places comprising the vast area of Davao Province. For the convenience of the public administration and general welfare of the inhabitants, then Governor General of the Philippines, Francis Burton Harrison by virtue of Executive Order No. 8, dated January 1, 1921 declared Kapalong as a municipal district
composed of 9 barangays namely: Abacca, Mabaquid, Manique, Mabantao, Esperanza, Sua-on, Jaguimitan, Kapalong and Florida.
